    This sounds like the “Cash for Clunkers” deal the government foisted on the taxpayers’ backs! I know several people involved in the lowest level of administration of this program and the waste resulting was phenomenal!! (most of which the public will never hear about!) If this was true at the lower levels, how much more got pilfered from our taxes based on incompetence, incoherence and general lack of care at the higher levels because “the government is paying for it and they have lots of money.”

    I’d love to get extra money for fixing people’s houses, but the reality is that this type of government expense comes out of my pocket by April 15 every year. Fire Obama and hire a businessman as president instead of another lawyer.

    A whole house energy audit makes great sense; especially if it show project priority by payback. Spend the $ where you get the biggest return first.

    What percent of the nation’s home are heated with oil? very few. Most are natural gas, electric heat pump etc, NOT OIL. Those on oil should have a hybrid system using a heat pump as priority source, than oil when HP eff drops.
